CERV of the Monterey Peninsula proudly recognizes Sean Brownlee, a retired U.S. Marine Corps Master Gunnery Sergeant and member of the CERV Board, for sustained volunteer leadership that has strengthened emergency readiness and community resilience across Monterey County. Sean was formally nominated for the Military Outstanding Volunteer Service Medal, recognizing years of consistent service and measurable local impact.
From Zero to Digital Presence: Building CERV’s Communications Infrastructure
Serving as CERV’s de facto Digital Communications and Marketing Director, Sean designed and launched the organization’s end-to-end digital footprint from scratch; including the website, branded social media channels, email CRM and newsletter program, and search engine optimization. He established and managed CERV’s presence on platforms such as Facebook, Twitter, LinkedIn, and WordPress, and implemented email outreach via Mailchimp to expand training awareness and volunteer engagement. These efforts modernized CERV’s communications, improved discoverability on Google, and helped turn community interest into actionable preparedness.
Operational Readiness: CERT Logistics and Equipment Management
Beyond communications, Sean led critical logistics for Community Emergency Response Team (CERT) operations. As Logistics Chief and a CERT Zone Captain, he supported equipment readiness for 10 CERT teams across Monterey, Pacific Grove, and Carmel; overseeing inventories, coordinating with zone captains, and ensuring supplies were available for training and incident response. He also organized CERV’s Strategic Planning process to align resources with community needs.

- Supported 13 free emergency preparedness workshops attended by 400+ residents.
- Helped CERV log 1,355+ volunteer hours, valued at approximately $57,036.
- Built a sustainable digital outreach pipeline that continues to grow volunteer participation and training throughput.
Education, Service, and Local Leadership
Sean is a graduate of the Defense Language Institute Foreign Language Center and the Middlebury Institute of International Studies at Monterey. His neighborhood leadership included service as Vice President of the Del Monte Beach Neighborhood Association, where he grew membership, launched digital communications, and implemented a private network via Nextdoor to improve safety and coordination. In 2013, CERV named Sean Volunteer of the Year.
